Senate Apologizes for African-American Enslavement

Today (4/19/09), the US Senate passed a resolution apologizing for the enslavement of African-Americans and the subsequent inequalities faced by African-Americans under Jim Crow laws. The resolution is a great step towards equity and social justice for all Americans.
The question is: How can there be a final acknowledgment/apology for the enslavement of African-Americans by the US Senate and no plans for redressing the psychic and material realities/effects of this systemic injustice-- second class citizenship, discriminatory housing and employment practices, unequal access to effective health care and credit, etc.?
Also, how can our nation sit back while over 27,000,000 human beings are still enslaved right now? GOOD magazine reports that every 30 minutes "a slave is imported into the United States."
